Emergency Alert on the Environmental Situation in Haiti
Executive Summary:
The Green Haiti International Foundation (GHIF) is urgently addressing the environmental crisis in Haiti, focusing on the sanitation crisis in prisons and the absence of emergency toilets in the capital and its surroundings, forcing our fellow brothers to use the sidewalk as a toilet on a daily basis.
The environmental situation inside the main prison (national penitentiary in Port-Au-Prince) is so deteriorated that more than 4,500 inmates are using open yards as a toilet inside the prison. Additionally, at times, the temperature inside the prison cells reaches more than 90 degrees at night, posing severe threats to the health and well-being of the prisoners.
GHIF aims to provide immediate solutions by implementing a comprehensive plan to improve sanitation conditions inside the prisons. Furthermore, the "Green Haiti International Foundation" will install solar panels to generate stable energy for air conditioning inside the prison cells.
While our main goal is to create a proper environment inside the national penitentiary (the main national prison) that promotes the well-being of the inmates and encourages regular visits from their loved ones, this project requires adequate human resources and funding to address emergency issues and ensure a safer and healthier environment for all in the future.
I. Problem Statement:
Haiti is currently facing critical challenges in its environmental and public health sectors. The sanitation crisis in prisons has led to the rapid spread of multiple diseases, especially cholera, among inmates. Additionally, the absence of emergency toilets in the capital has led to the use of the sidewalk as an alternative, compromising the well-being of the Haitian people. These emergency issues demand urgent intervention to protect the Haitian population from further health risks.
II. Goals and Objectives:
The primary goals and objectives of this project are as follows:
1- Improve sanitation conditions in prisons by modernizing the toilet system to prevent the spread of diseases, especially cholera.
2- Install permanent air conditioning inside the entire national penitentiary, also called "grand prison."
3- Install mobile toilets inside the capital and its surroundings to prevent our fellow brothers from using the sidewalk as an alternative.
4- Implement regular cleaning and maintenance practices to ensure stable hygienic conditions.
5- Promote sustainable practices and hygiene education through advertising and meetings with community leaders in Haiti and abroad to maintain a healthier environment in the long term.
Emergency Issues:
a. Sanitation Crisis in Prisons:The unsanitary conditions in Haitian prisons pose a severe risk to the health of inmates. Non-functioning toilets and inadequate sanitation systems have led to the use of open yards as toilets, contributing to the spread of diseases within prison populations. It is unacceptable that over 4,500 people are forced to use open yards as toilets in the 21st century.
b. Absence of Emergency Toilets in the Capital (Port-Au-Prince): During the devastating January 2010 earthquake, most infrastructures such as hotels, restaurants, and nightclubs allowing the use of toilets in emergencies were destroyed in the capital and its surroundings. This situation has led to the use of the roadside as a public toilet. As a result, during the torrential rains, the capital ends up flooded with a mix of deep water and human waste that facilitates the spread of diseases, especially cholera which has already claimed more than 100,000 lives in Haiti.
IV. GHIF’s Solution:GHIF proposes the following solutions to address the sanitary emergency issues in Haiti:• Improve sanitation conditions in prisons by modernizing the toilet system to prevent the spread of diseases, especially cholera.• Install permanent air conditioning inside the entire national penitentiary, also known as the "grand prison."• Install three hundred (300) mobile toilets strategically in Port-au-Prince and its surroundings to prevent the use of roadsides as alternatives.• Implement regular cleaning and maintenance practices to ensure stable hygienic conditions.• Promote sustainable practices and hygiene education through civic education, including advertising and meetings with community leaders, to maintain a healthier environment in the long term.
V. Implementation Phase Due to the significant threat posed by human waste on the ground in the capital, a substantial number of mobile toilets will be strategically placed throughout the capital, with the remainder distributed where populations are concentrated in the country. This pilot project is divided into four parts:1- Complete modernization of the toilet system inside the national penitentiary (Grand Prison).2- Installation of solar panels to produce permanent electricity for air conditioning inside prison cells.3- Placement of mobile toilets in strategic positions inside the capital and its surroundings.4- Construction of a spacious garage for parking and equipment storage.
VI. Resource Requirements:To accomplish the goals outlined above, GHIF requires the following resources:• Seven medium-sized septic trucks (3,500-4500 gallons) to evacuate waste from the mobile toilets at a national level.• Four medium-sized dump trucks for the transportation of hard human waste from the colonial septic holes to a secure location.• Three hundred (300) portable toilets (potbelly) to be strategically placed in Port-au-Prince and its surroundings. • Funding for the construction of a safe storage building to secure the equipment. • Funding to complete the comprehensive plan in the national penitentiary, including the installation of modern bathrooms and air conditioning.• Funding for maintenance in general.• Funding to compensate our employees.
